How to read a signal
Every signal answers three questions without forcing the reader to open a bulletin: what changed, when did the desk know it, and how sure are we? Verification states are plain language — verified, partial, unverified, or held in gutter. We do not use euphemisms like "developing" or "exclusive" to mask uncertainty.
Lane labels describe subject matter, not importance ranking. A municipal footpath closure may affect more daily journeys than an institutional embargo notice, but both receive the same typographic treatment. Importance is for the reader to judge; our job is to make the fact legible.
Signals link forward to bulletins when context exceeds a single line. If you see a signal without a bulletin link, either the matter is self-contained or the bulletin is still being assembled. We do not hold signals hostage until bulletins are ready — they publish independently once verified.
Lane definitions
Municipal covers town council actions, licensing counters, public works notices and estate-level consultations. Transport spans buses, MRT-related advisories where public, road closures and pedestrian routing. Community includes cultural programming, resident committees and volunteer initiatives with public impact.
Institutional holds formal agency statements, court listings already public, and scheduled briefings subject to embargo rules described on our Ground Rules page. Safety addresses immediate physical risk — construction, fire-related evacuations where confirmed, and weather advisories from named authorities. Desk signals are internal transparency lines about our own process — sweep status, verification backlog, or planned maintenance of this site.
Readers may subscribe to lanes through direct desk contact; we do not operate push notifications or messaging bots. The discipline of checking the signals page mirrors the discipline of filing: intentional, timed, and free of algorithmic noise.
When a lane goes quiet for an entire sweep cycle, we publish a Desk signal noting the silence rather than inventing activity. That convention helps downstream editors distinguish genuine low-news periods from site failure.
